ISTC Seat Reservation and Category Certificates
ISTC follows Government of India reservation: OBC (non-creamy layer) 27%, SC 15%, ST 7.5%, EWS 10%, plus 4% horizontal reservation for persons with disabilities (minimum 40% disability) across all categories.

Certificate rules from the 2026 cycle
- OBC: non-creamy layer, from the Central Government list only. Issued after 31 March 2026.
- EWS: family income below Rs 8 lakh for the previous financial year, with land and property limits. Issued on or after 01 April 2026, in the candidate's own name.
- SC/ST: in the candidate's own name.
- PwD: medical certificate showing at least 40% disability from an authorised medical officer.
Expect the same rules for 2027, with dates moved forward one year. Get fresh OBC and EWS certificates after 1 April 2027.
If reserved seats stay empty
The brochure provides for re-consideration of seats after a category list is exhausted, as per rules. Attend counselling even if your rank looks borderline.

Yes, 10% of seats, with a certificate issued on or after 1 April of the admission year.
Is a state OBC certificate accepted?
No. In 2026 only OBC certificates based on the Central Government list were accepted.
